It publishes comparative studies, which systematically reflect the entanglement and the interconnection of European, African, Asian and American cultures. The Journal pursues an interdisciplinary approach. It also intends to foster methodological reflections on transculturality in the broad sense.

The Political and Military History of the Second Bulgarian Empire , Alexandru Madgearu offers the first comprehensive history in English of a state which played a major role in the evolution of the Balkan region during Middle Ages. This state emerged from the rebellion of two peoples, Romanians and Bulgarians, against Byzantine domination, within a few decades growing to a regional power that entered into conflict with Byzantium and with the Latin Empire of Constantinople. The founders were members of a Romanian Vlach family, whose intention was to revive the former Bulgarian state, the only legitimate political framework that could replace the Byzantine rule.

Madgearu examines the historical evolutions that led to the genesis of several conflict areas in the Balkans. These areas, and the events that took place in them, transformed the Balkan Peninsula into a very intricate ethnic mosaic, where no group of people has the majority within a large area. The various ethnic and religious differences these groups possess have survived the many occupations of this land over the years, whether it be by the Roman, Byzantine, or Ottoman Empires, and then became manifest when the modern Balkan states were created. With the dissolution of any strong outside force dominating the area, the Balkan states-prompted by political propaganda and nationalist ideologies-used history to support territorial claims, defend ethnic cleansing actions, and justify conflicts with other countries.
